Invitation to Respond to Dpt of Education Consultation

HAVE YOUR SAY- Invitation to Respond to Consultation

Dear MWNUK Supporter

On the 26th November 2015, the Government Department of Education launched a consultation about introducing a new system for registering and inspecting out-of-school education settings that provide intensive tuition, training or instruction to children.  This applies to any institution providing tuition, training or instruction to children aged under 19 in England that is not a school, college, 16-19 academy or registered childcare provider.  For example, it would apply to religious institutions, hiring out of premises or using homes to teach significant numbers of children for core curriculum subjects or religious studies.  

The purpose of the new system is to enable action to be taken where settings are failing to safeguard and promote the welfare of children, which includes failing to protect them from physical and emotional harm including extremism.  Key features would include:

         A requirement on settings to register, so that there is transparency about where settings are operating;

         A power for a body to inspect settings to ensure that children are being properly safeguarded; and

         A power to impose sanctions where settings are failing to safeguard and promote the welfare of children, which could include barring individuals from working with children and the closure of premises.

We would like your views on the following:

1. Do you agree with the new proposed measures and why you agree?

2. Do you have any concerns about that proposed measures and what are they?

3. Do you have any recommendations you would like to make and case studies you would like to share

4. Out of school educational settings vary in terms of size (e.g. Numbers taught, number of hours taught and locations) - can you provide different examples to highlight the diversity of these settings and what the threshold criteria should be for inclusion for registering and inspection. 

5. Do you currently have confidence in the voluntary safeguarding practices followed by some of these out of school educational settings?
